As the daughter of a police officer father and a mother who worked as a clerk in the NYC court system, family, faith and hard work are the center of everything for Stacey. That and cooking — she takes particular pride in her oxtail.
As a mother of five — she knows the challenges of raising a family. Her husband, Jonathan Buckney-Small, said it best, “When Stacey decides something is right, she won’t stop until it gets done. Take it from me, she’ll hold people accountable for results.”
Early Career
From prosecutor to private sector
Stacey worked her way through law school at night and then worked as a New York City prosecutor in the narcotics division — taking on drug dealers that preyed on our kids.
Stacey spent years in the private sector as a management consultant, helping create strategies that support business growth and expansion. She has the skills and experience to effectively manage finances and business.

A calling to serve
Stacey served at the U.S. Department of Justice as a political appointee on the September 11th Victims Compensation Fund, advanced the DOJ Diversity Initiative to increase minority attorneys and worked on civil rights matters.

Historic Firsts & Legislative Legacy
Shattering ceilings
Congresswoman Plaskett has shattered ceilings throughout her congressional career. She was the first member of a U.S. territory to be named Ranking Member of a Select Subcommittee, and the first territorial Member of Congress to serve on the House Permanent Select Committee on Intelligence.
Ways and Means
Only the fourth African American woman
In the 117th Congress, she was unanimously elected by her Democratic colleagues to serve on the House Committee on Ways and Means — the oldest and one of the most exclusive committees in Congress — becoming the first territorial member and only the fourth African American woman ever to hold a seat on that body. These milestones are not merely personal achievements; they represent the long-overdue recognition of U.S. territories and their residents as full participants in American democracy. She has also served on the House Agriculture Committee, the Transportation and Infrastructure Committee and the House Committee on Oversight and Reform.
Impeachment Managers
A singular honor
In 2021, Speaker Nancy Pelosi appointed Congresswoman Plaskett as one of nine impeachment managers to prosecute former President Donald Trump in the U.S. Senate for his role in inciting the January 6th insurrection. Her presentations were among the most meticulous and compelling of the proceedings, and she was selected to lead the manager team’s responses to Senators’ questions — a singular honor. At the time of the trial, she was the only Black woman present in the Senate Chamber.
Championing the U.S. Virgin Islands
Four million Americans
At the heart of Ms. Plaskett’s work is a simple conviction: that the nearly four million Americans living in U.S. territories deserve the same rights, resources and representation as any other American. As the sole congressional voice for the U.S. Virgin Islands, she has fought tirelessly against the systemic inequities codified in law and perpetuated by federal policy — from the exclusion of territorial residents from full Social Security and Medicare benefits, to the disproportionate burden borne by island communities in the wake of natural disasters.
Hurricanes Irma & Maria
Building back stronger
Following the catastrophic back-to-back strikes of Hurricanes Irma and Maria in 2017, Ms. Plaskett became one of Congress’s most forceful advocates for climate resilience and disaster recovery funding. She has used her platform to elevate the unique vulnerabilities of small island communities — limited infrastructure, geographic isolation and outsized exposure to extreme weather — and to ensure that federal recovery and resilience investments reflect those realities. Her advocacy extends beyond the immediate aftermath of storms to the long-term work of building sustainable, resilient infrastructure, capable of withstanding the accelerating impacts of climate change.
Voting Rights
Closing the democratic gap
Stacey Plaskett is also a vocal champion for equal voting rights for territorial residents, who — despite serving in the U.S. military, paying federal taxes and living under U.S. law — are denied a vote for President and lack full voting representation in Congress. She has consistently called for legislative remedies to close this democratic gap, making territorial voting rights a cornerstone of her advocacy.
119th Congress
Intelligence, Ways & Means, Budget
In the 119th Congress, Congresswoman Plaskett serves on the House Permanent Select Committee on Intelligence, the Ways and Means Committee and the Budget Committee. Her work on intelligence matters is grounded in a Georgetown University education in Foreign Service, with a focus on History, Diplomacy and Middle East and African Studies — training that uniquely equips her to engage the complex geopolitical challenges of the 21st century.
118th Congress
Ranking Member, Weaponization Subcommittee
In the 118th Congress, she served as Ranking Member of both the House Select Subcommittee on the Weaponization of the Federal Government and the Intelligence Subcommittee on National Intelligence Enterprise. In the former role, she was a consistent voice for evidence-based inquiry and due process, pushing back against partisan efforts to undermine legitimate federal investigations. In the latter, she developed deep expertise on security conditions in West Africa, including the destabilizing influence of Russia and China and the growing threat of terrorism across the Sahel region.
Economic Development & Innovation
Inseparable: opportunity and equity
Congresswoman Plaskett understands that economic opportunity is inseparable from political equity. She is a co-founder and co-chair of the Congressional Caucus on Black Innovation, which works to ensure that communities of color are full participants in — and beneficiaries of — the technology-driven economy. She has represented the United States Virgin Islands at the WebSummit, addressing the critical role of government in regulating and promoting the digital economy and has presented at the Oxford Union on the ideological divisions shaping American democracy.
Economic Authority & Caucus Leadership
Hands-on experience
Her commitment to economic development is rooted in hands-on experience. Congresswoman Plaskett previously served as General Counsel to the U.S. Virgin Islands Economic Development Authority, where she worked on tax incentives and project finance designed to attract investment and build economic capacity in the territory. She later served as counsel to a private equity firm, deepening her understanding of capital markets and business development. She is well-versed in Caribbean economic development and the public-private partnerships necessary to grow the economies of developing and underserved regions. She also co-chairs the Congressional Caribbean Caucus and is an active member of the Congressional Black Caucus and the New Democrat Coalition, using those platforms to advance shared economic and equity goals across the region and the nation.
