Milton Potter

Born on the island of Tortola, British Virgin Islands, and raised on St. Thomas alongside his seven siblings, Milton is a proud product of the Virgin Islands public school system.

Born on the island of Tortola, British Virgin Islands, and raised on St. Thomas alongside his seven siblings, Milton is a proud product of the Virgin Islands public school system. He earned both a Bachelor of Science in Criminal Justice and a Master of Science in School Psychology from Florida A&M University.

His parents, Cecil, a Port Authority firefighter, and Margaret, a sales clerk, instilled in him the values that continue to guide his life and leadership: that education is the great equalizer, family is the foundation of community and a good name is a legacy to be protected.

Family at the center

He and his wife of 26 years, Paulette (née Venzen), have built a life grounded in family and shared purpose, and are the proud parents of two sons, Dakarai and Jayvyn.

Maybe Paulette said it best, “Milton makes our family feel safe and cared for and he brings that same strength of character, that same honest determination to everything he does.”

Family remains central to Milton’s life and continues to inform his deep commitment to service, community and the future of the Virgin Islands.

Early Career in Counseling & Education
Mentoring the next generation

Milton began his professional career as a School Psychologist and Counselor at Florida State University in Tallahassee, Florida. Upon returning to the Virgin Islands, he served as a Project Counselor for the Upward Bound Program at the University of the Virgin Islands, where he provided professional advice, counseling and mentorship to high school youth and served as a part-time professor at the University of the Virgin Islands and teaching conflict resolution skills — something that has prepared him for the world of politics.

Leadership in Human Resources
Managing at scale

In the late 1990s, Milton transitioned to the field of human resources, where he worked as Human Resources Director at the Virgin Islands Port Authority (VIPA) and then as Director of Personnel for the Government of the Virgin Islands, Milton managed a $43 million budget, a staff of 42 direct reports and 80 agency personnel officers across government.

President of the 36th Legislature

Now serving his third consecutive term in the Legislature of the Virgin Islands, Milton has distinguished himself as an effective and principled lawmaker. In recognition of his leadership, his colleagues elected him to serve as President of the 36th Legislature, where he presides over the legislative body and continues to champion policies that strengthen the Virgin Islands community.

When not serving the people of the Virgin Islands, Milton enjoys exploring the world with his family through travel, though he remains adamant that there is no place as beautiful, warm and embracing as the place he has dedicated his life to serving — the United States Virgin Islands and its people.
